Speakers DATUK SERI PANGLIMA ANDREW SHENG Datuk Seri Panglima Andrew Sheng was appointed as Director of Khazanah Nasional on 22 July 2008. He is currently the Chief Adviser to the China Banking Regulatory Commission. He also sits on the Boards of the Qatar Financial Centre Regulatory Authority and Sime Darby Berhad. He is a member of the Advisory Council of the Iskandar Regional Development Authority (IRDA), the International Advisory Panel of the Labuan Offshore Financial Services Authority (LOFSA), the Governing Council of the International Centre for Education in Islamic Finance (INCEIF) and the Advisory Council of the National Institute of Securities Market, India (NISM). He is also currently an Adjunct Professor at the University of Malaya and Graduate School of Economics and Management, Tsinghua University, Beijing. Among his previous appointments include as Chairman of the Securities and Futures Commission Hong Kong (Oct 1998 – Sept 2005), Deputy Chief Executive at the Hong Kong Monetary Authority (Oct 1993 – Sep 1998), Senior Manager of Financial Sector Development at the World Bank (1989 – 1993), as well as various senior positions including Chief Economist and Assistant Governor at Bank Negara Malaysia (1976 – 1989). He is a chartered Accountant by training and holds a first class honours degree in Economics and an honorary doctorate of law from the University of Bristol, United Kingdom.
PROFESSOR DR. MAHENDHIRAN NAIR Professor Dr. Mahendhiran Nair is a Malaysian and holds a PhD is specializing in Economics (Econometrics) (1996), a Master of Arts in Statistics (1991) and a Master of Arts in Economics (1990) from York University, Canada. He also holds a Bachelor of Science Honours in Mathematics from Brock University, Canada (1989). He is a Professor of Econometrics and Deputy Head of School (Research) at the School of Business, Monash University Sunway Campus, Malaysia. Professor Nair currently heads a research team at Monash University that studies the impact of ICT & innovation on competitiveness & sustainable development of nations and enterprises. Over the last five years, Professor Nair has published more than 50 research papers in the areas of innovation and sustainable economic development. Some of this research papers have been published in leading international journals such as the Journal of Intellectual Capital (UK), Journal of Post Keynesian Economics (USA) and Empirical Economics (USA). Professor Nair has been a Subject Matter Expert on ICT development and national innovation ecosystems for key public policy organizations and ‘think-tanks’ in Malaysia and Middle East. In 2008, Professor Nair received two awards from Monash University. The first award was the Pro-Vice Chancellor Award for excellence in Teaching & Learning. The second award was the Pro-Vice Chancellor Award for Excellence in Research Administration. The latter award was given to Professor Nair’s for this effort in creating and sustaining a research culture in the School and the University – leading to high quantity and quality of research outcomes (research publications, research grants, research linkages with industry & government and sustained growth of the higher degree research programs).
MUMTAZ KHAN Mumtaz Khan is the founder and CEO of Middle East & Asia Capital Partners Pte Ltd (MEACP). Mr. Khan was, until December 2007, the Chairman and CEO of EMP Bahrain B.S.C (c), the general partner and manager of the US$730 million Islamic Development Bank (IDB) Fund, and has been based in Bahrain since 1999. In 2001, he was a key figure in establishing the IDB Fund which was the first private equity infrastructure fund focused on Muslim countries in the Middle East and Asia. Mr. Khan was previously a Managing Director at EMP Global in Washington D.C. and Resident representative based in Jakarta, responsible for investment in Indonesia and Malaysia. Mr. Khan initiated IFC’s investment program in China. Mr. Khan is a founder shareholder of the Islamic Bank of Asia in Singapore.
DATO’ DR. NORRAESAH MOHAMAD Dato’ Dr. Norraesah Mohamad is the Executive Chairman of My E.G. Services Berhad, an IT service provider and Chairman of Penang Bridge Sdn Bhd. She is also Executive Chairman of Embunaz Ventures Sdn Bhd, a family owned Investment Company involved in Education and Medical Care products.
Dr Norraesah is a member of the Board of Trustees of the World Islamic Economic Forum (WIEF) Foundation, a member of its International Advisory Panel and heads the WIEF Businesswomen Network. She worked with the Ministry of International Trade and Industry (MITI) from 1972 to 1985, during which time she was in charge of trade policies and multilateral trade negotiations, trade fairs and missions. In 1988, she left the public sector to join ESSO Production Malaysia Inc. as Communications Manager. From 1990 to 1991, she assumed the position of Managing Director with a consulting firm which provides financial and investment advisory services. She was later appointed as the Chief Representative of Credit Lyonnais Bank in Malaysia in 1991, a position she held until 1998. She was the Chairman of Bank Kerjasama Rakyat Malaysia, the largest Cooperative Bank of Malaysia, from 2000 to 2003. She was then appointed Chairman of Alcatel Network Systems from 2003 to 2005. She was appointed a Senator from October 2005 to February 2008. She is recipient of several state awards and was conferred the Chevalier de La Legion d’Honneur from the French Government in 2004. Her other professional affiliations include OECD Centre for Development, Paris (1982) and a consultant for UNCTAD on Malaysia’s Trade Relations with Socialist Countries of Eastern Europe (1979).
